European Workshop

Meeting in Lyon

The 1rst of February 2012, a workshop has gathered several professionals from urban planning in Europe to discuss different issues related to solar aspects and urban development. This event was organized by Hespul and held in Lyon, France.
The conclusions presents different aspects of the subject: identification and calculation of solar potential, introduction of urban criteria into urban projects, policies and legislation at town and regional levels. Conclusions will be online on Polis website soon...

Solar Energy Requirements in municipal land allocation and purchase agreements

A general agreement stipulation, to be used in future municipal land allocation agreements or purchase agreements, has been developed, and three related agreements have been signed:

• A municipal land allocation for the new Congress, Concert and Hotel, where the developer should reduce energy demand and use geothermal heating, solar energy and wind power. Buildings should be certified with the platinum level of LEED.

• A purchase agreement for the new area Annehem, where the developer should act for a cost and energy efficient energy system.

• A Climate-contract for the area of Hyllie, that will be the most climate smart area in the Öresund region and a global role model for sustainable urban development, with 100 % renewable resources, smart grid and energy efficient buildings.

Two methods for the calculation of solar Potential Studies

Within the framework of Vitoria-Gasteiz Solar Action Plan, assessment of the solar potential is being carried out in order to identify the possibilities of the passive and active uses of solar energy at urban level. To this aim the two complementary methodologies specifically developed by UPM are being applied.

The first methodology is already finished and implemented in 2 Pilot Actions (residential district Lakua and industrial area Jundiz, 182 solar maps covering 1100 Hectares).
The second one is being applied at full urban scale and is based on a Digital Elevation Model (DEM) of the city and the use of GIS tools to identify the solar potential, taking into account different aspects like surfaces available, buildings protection and structural conditions. Results will be presented in Vitoria-Gasteiz within the European Sustainable Energy Week.

Two days' workshop

Lisboa E-nova organized in October a two days’ workshop aimed at introducing solar urban planning.
The workshop was attended by 67 participants among urban planners, architects and engineers. 7 speakers were invited to participate and share their experiences in dynamic two days session that approached a wide range of topics, from solar radiation, to the basic concepts of solar technologies and applications, the national and local framework for adopting solar solutions and the integration of solar solutions within the conventional energy supply system.
The two days’ workshop ended with a tour to a BiPV building, where attending had the occasion to perceive the architectural opportunities for integrating PV into a building’s façade.

The collective solar project goes on in Lyon
Local authorities are not the only actors active in pushing for the development of solar energy at the local level: the first citizen’s collective investment project is starting to emerge in Lyon. Each participant invests to finance a jointly-owned PV installation on a public or private roof and receives an adequate share of its financial profits in return (feed in tarif). The project is currently under construction with 15 citizens participate.

European Green Capital

Vitoria-Gasteiz will host as the 2012 European Green Capital, different events related to city sustainability, as the European Sustainable Energy Week event from 18th to 22nd of June to deal with energy efficiency and renewable energy aspects focused in new and refurbished buildings, UPM will participate explaining the methodology used and results of Vitoria-Gasteiz´s solar potential map in the framework of the POLIS Project.

The first part of Lyon’s pilot action was the analysis of potential solar (both passive and active) gain scenarios (for less lighting and heating demand) for an urban development master plan in Bron-Terraillon, through planting and building shifting, adding, removing and/or assembling options. First, a comparison of 3D solar simulation software tools was made, which revealed a certain shortage, notably in terms of language availability.

The second part was the creation of a feedback guide presenting the key measures for urban solar optimization, mainly being: the need to integrate solar aspects in the earliest design stage, as this is where choices have the most impact in the long term. Notably, the final “Solar planning scenario for a new development area” was annexed to the developer call for tender documents, which this project would like to see become a generalized step in every future urban development process.
